Before tearing into the clutch, suggest you check that the reservoir is up, and that the slave is not leaking. I had a leaking slave and it had a noticeable effect on the behavior of the clutch

As I suspected, the Plenum gasket has been sucked into the runner, leaving a gap between the IH and Plenum. You can see in the photo...

I looked for long time, couldn't get a new set - finally found a used set. Be careful, I ended up sending 2 sets back that I ordered from vendors - who substituted non ZR-1 sets.

Correct - importing a US spec car more than 15 years old is no problem. You will need to get a safety check (at least in BC) before you can register the car - but you bypass the whole RIV headache.
