Its an excavator with a long reach stick on it. Looks to me they need a bigger excavator with an even longer "stick" ( goes from the boom to the bucket )
unless they put a mini excavator in the hole and load the excavator bucket with a mini excavator.
I don't think anybody would want to work in the hole unless a crane was tethered to the mini excavator and they had their seatbelt on. 
They say the hole is stable so perhaps the risk of being in the hole all day moving dirt isn't that dangerous.
