For what work? Top left looks like 415. Does the next column say engine assembly?
Second row, second column looks like XX aluminum radiator for $430.
If this is for 415 build plus aluminum radiator plus another line item for 200 some dollars, $28,000 by renounced tuner, perhaps, is not so crazy despite 1999 dollar.
