I've been in email contact with Roy Sinor, he states that 71 ZR-1s have acheived Top Flight status as of the end of 2008 when change to the "system" was begun. Here's part of the email: "I can tell you that before the system was changed our records through 2008 indicated by targeting the Z23 in the VIN that 71 vehicles had received a Top Flight. " Of course this isn't all of them, 2009 and 10 are not included and it doesn't break it down by Local Chapter, Regional or National meet or by year, but it does give a good idea of the number.
