That looks like it was invoiced to S.W. the owner of Elite motorsports.

Second row, second column looks like XX aluminum radiator for $430.
If this is for 415 build plus aluminum radiator plus another line item for 200 some dollars, $28,000 by renounced tuner, perhaps, is not so crazy despite 1999 dollar.

1 415CIDLT5...........Engine Assembly...........28,000.00
1 RAD2..................HD Aluminum Radiator.....439.00
1 KTCS45C4PM5RD..ZR1 Hose Set Red..........217.00

LPE had a 620 H.P. package listed on their website the last time I looked for $26,000.00 but I see it is not listed anymore

Technically this engine is a unicorn, and is not duplicated. It was a one off for the 1998 High Speed Shootout with 688 H.P.

Looks like the Plenum was included.

Incredibly cool!

It looks like Lingenfelter has removed their packages for the C4 from their website completely. This happened recently as I remember looking at their packages in December.

They still do LT5 engine modifications though.

Legendary engine from a Legendary tuner. That makes it my all time favorite ZR-1.

Here it is in one legendary video, with SW at the wheel:
