I'm not sure if I followed the description accurately, but I hope it's not saying the whole rotors were powder coated. If yes, I'd be more comfortable after having the rotors turned so your pads are not contacting the powder coat. As has been mentioned by others in this forum, the initial bedding is important, and you don't want unwanted material embedded into the rotors. Perhaps you can mount the rotors temporarily, install the pads and do some very light braking, only to show the part of the rotor that needs to have the powder coating removed.
