Not at all a stupid question. In fact timely.
Sounds like someone bypassed that safety device.
Hard to know who would be liable if someone got hurt when the
mechanic turned the key.
Another reason to leave safety equipment in place and functioning.
As for me, I leave air bags working and the clutch switch alone.
