Yes the brake hoses have indexing tabs on them to position them in the bracket. If you're attempting to use a wrench on the hex of the hose towards the caliper it will NOT move. You need to remove the retainer that secures the hose to the bracket and pull the hose through or better usually is to just leave the retainer in place securing the hose and remove the hard-line first.

There's two tabs on each hose and were likely assembly line provisions for assembly.
