and noticed my car was "charged" to Los Angeles Branch PO BOX in Thousand Oaks, however it was "delivered" to 13303 S. Ellsworth Mesa AZ. Curious what dealer was there in AZ, I looked it up and apparently this was the GM Test Track. Was this normal for West Coast ZR-1s?

Your car was charged to the Chevrolet office in T.O. That's where all the Mfg. plated cars in the VIP/Media fleet for L.A. were charged. Also, that car was owned by GM and, thus, would not have been processed though a dealer.
The car was shipped to Mesa because all VIP/Media fleet cars went to the Desert Proving Ground (now defunct) for preparation and testing prior to going into that fleet.
The '95 I once owned did the same duty in Newark NJ for the VIP/Media fleet out of the Chevrolet office in NYC.
Once VIP/Media cars finished their tenure, they were either auctioned or sold to GM executives or VIPs though a dealer as a used vehicle.
In the last couple of years of the C4 ZR1, GM tended to keep the VIP/Media cars in the fleet for a while. Barney, the '95 I had, was built right around Halloween of 1994 but was not sold until mid Nov. 1995. It went out the door at GM with about 17,000 miles.
