The fender wells were fun to tackle, when I bought the car with 42k I was ready to buy all new plastic, but thought I should try some sort of resto first. Took them off, scrapped the tar globs off with a plastic putty knife. Cleaned them with lacquer thinner and 409. Now I had clean pitted and stripped fender wells...yuk. I wet sanded them 360-400-600 and then treated them with my favorite plastic treatment. Good stuff, not too shiny and not sticky at all and leaves the plastic looking dark, rich and kind of natural.
