That is the rubber seal for the bottom of the dip stick tube. The dip stick tube should not move since it is bolted by a flange to the exhaust manifold. There is a rubber seal near the top of the dip stick which fits tight around the outside of the top of the dip stick tube as you insert the dip stick. That top seal may be broken or worn. changing "T" handles would not be easy as it appears the "T" handle is attached to the top of the dipstick "glued" permanently.

Just so I understand better as I've never had a problem with my dipstick (other then its weird readings it gives from time to time)

I thought what I posted is that entire rubber piece- top and bottom. Are you saying there are 2 rubber pieces or seals there instead of 1?
