No that doesn't mean it "won't" crank but the Nippendenso starter really likes to see 12V. What I meant is with good cables, good connections and a battery that is at or near 100% charge it (the starter) should certainly operate.

Nippendenso is the "manufacturer" of the starter assembly.

Since the starter isn't an "easy/quick" install I believe I'd start first at the battery and work my way toward the starter to confirm the "entire" starter circuit is 100%.

You don't mention miles?

If your battery and starter circuit are 100% maybe you really do need a "repair/rebuild". I'd do it "local" though! What you might pay in shipping from a US vendor should nearly cover a repair if it's minor (contacts, brushes, plunger etc). There's nothing "special" regarding the build of the starter. The rebuild/repair facility "will have" the parts for the repair! A one day repair easy for the shop!
