I am guessing here but if the handle is working you may be able to remove each back wheel and see if it can be released there, check the cable routing and make sure not in a bind somewhere. If its the handle that won't operate I don't know what to say except try spraying some type of silicone lube or WD-40 in between the button and the handle.

Depress the release button on top of the handle & at the same time, pull the handle back further than the initial set point to release the e-brake internal latch while keeping the release button depressed. Once released, you will feel tension on the handle as you return it to the forward position.

Like Jerry said. After the brake is set, the handle pushes back down for storage. So to release, super easy until you get to the set point, then pull up, push button, let down.
Sometimes mine won't release all the way and I have to pull back up a little farther, then let it release fast. |
