Remove the rubber and put a rag around the gas filler section and soak it in WD40 spray and wipe down . It will drip a bit so do this over a cement floor or rags under the car . This will slow down the rust a bit and also just wipe off the access oil . I did it on our 1995 last spring and will do it again before winter .

Use white vinegar to pull out the rust first.
