Finely found the problem,a broken wire somewhere in the dash most likely when I removed the CDM box.A HUGE thank you to David Fulcher at Ellis Chevrolet in Georgia.Out of all the people Ive talked to looking for the issue David was the one that explained the system and what to look for.

A little elaboration is in order.Back a few years ago when I had the CDM controller out for repair I unplugged everything in the area of the controller to make getting it out easier.When I plugged everything back in one of the wires was pushed out of the plug housing,this wire was the main power wire for the over voltage relay.This would explain why the entire system was dead and no scanner could ever get a trouble code.From what I understand the ABS system is basically the same from 86-91,a little difficult to pull codes or codes arent stored as in the latter systems.There are 4 relays in the ABS well,the main relay is the over voltage relay.This relay gets power before the ABS controller so if the system is dead one needs to look here first for power,this is the biggest relay in the ABS well.The most common problem in one of these ABS systems is a dirty sensor at the wheel,these are magnets that pick up debris.
