I'd normally let this bogus statement slide but worry that someone might believe it and therefore possibly get the wrong results and yet have a perfectly good system.

If the temp setting just happened to be set to say 80deg or so you will not get the desired lower temp. It's best to be sure.
I recommend checking the temp setting for the lowest setting that way there is no confusion about what you're asking the system to do.
AND it will do it for a long time.
OR lets say the temp setting was at 72 and you are in a garage with no sun load. The AC does it's thing based on sun
load worked in. If the car's inside temp is close to the 72 mark the AC will not be as cold even if the outside ambient is 80-90.
