I said that I let some gas out getting the low side down to normal, 35-40 psi, the compressor went on for a few seconds, on and off, no cooling, so I turned it off. I let it sit or a few min, turned it on again and the low pressure reading was up to 80-100 again. Compressor still runs on and off, no cooling. So explain that to me. Other than a bad compressor, I have no idea. Possibly a broken, leaking orifice tube could do this. Since I'm going to replace it anyway, I'm going to pull that out and look at it before replacing the compressor.

Have you done a basic reset? when I have my 89 corvette with all 1991 electronics the AC was not working, It had a code, would blow warm air, I assumed it needed a charge but wouldn't take (that was R134a). I had found something in the FSM I think, but I disconnected the battery, then let it sit a minute or two. then reconnected, left the Fresh air door motor calibrate, then started the car.. AC, was blowing cold..
This was 20 or more years ago, but i remember the battery disconnect fixed my issue

In my original post I said I disconnected the battery for a few min to reset the 09 code (a basic reset) and that did nothing.

Going to my ZR-1 guru and to an AC wizard Mon for diagnosis and repairs. Got a new compressor, accumulator, orifice tube for parts if needed, and found a neat right angle adapter for the low pressure fill port on the accumulator. That port normally sticks out to the left side and is angled to the rear making the end close to the engine, making it hard to get in there with the fill hose. With this adapter screwed onto that port it now sticks up or can be angled towards the front a little, making it much easier to fit the fill hose on. I'll get some pics up here if I can figure out how.

Here's the pics of the accumulator and right angle adapter on the low pressure port. Right now I have it directed upward and a little forward for easy clearance to get the low pressure fill hose on, but after I get it installed in the car I may adjust the angle as necessary. It should sure make it easier to get the fill hose on if I need it again in the future.

I actually have one of those 90 degree fittings waiting to go on my car too! Seems like it should be a big improvement in ease of service.
