Bottom antenna cover?

When I was under my z the other day I noticed that it has a cover on the drivers side rear that covers the power antenna access. One end of the cover attaches on a fender bar and the other end is held with a fasener. Now the passanger side of the car dosent have one I am assuming because of the lack of a antenna but I was wondering if it was suppose to??
