Should this hold vacuum without the power key on signaling the ECM?.....I tested it by putting vac on the Solenoid and it will not hold vacuum.

Lee, I think you have to plug one of the holes, and then it should hold vacuum? I think it's something like 2 out of 3 should hold vacuum? I had one go bad on my #1147 and it was not holding vacuum under any circumstances. I wish I remembered more, sorry.

I think I found my replacement on ebay from Jim Butler Chevrolet. But like Paul, I'm now running (well, not running right now...) with no secondary butterflies.

Thats where I got mine.There are 2 designs the difference being the filter.The early design take a flat filter and the later solenoid has a nipple for a slip on filter.You can still get the filters from the dealer.
